The city

From imperial
capital to
digital city

Hangzhou lies at the mouth of the Qiantang, on the southern side of the Yangtze Delta, an hour from Shanghai. It is the capital of Zhejiang province and has 12.7 million residents. In the middle of the city lies West Lake (西湖), a World Heritage Site since 2011.

As Lin’an (临安), Hangzhou was the capital of the Southern Song dynasty. Marco Polo called it Quinsai, the ‘heavenly city’. The Chinese proverb puts it like this: 上有天堂,下有苏杭, in heaven there is paradise, on earth there are Suzhou and Hangzhou.

For a European company, Hangzhou is attractive because this is where China’s platform economy was born: e-commerce, mobile payment and the cloud. Today AI models, robots, smart cameras and electric cars are being added, with Zhejiang University as a breeding ground for talent and a city government that sees itself as a service provider.

Economy · the Hangzhou model

The government
as waiter

Hefei invests in companies itself. Hangzhou chooses a different role: to be the best service provider. In Zhejiang, the ideal civil servant has been called a ‘店小二’ since 2013, the waiter at the inn: always ready, never intrusive. Hangzhou turned this into a brand, ‘无事不扰、有求必应’: don’t disturb without reason, but respond to every request. The city also deploys large funds and helps pay for AI computing power.

We stick to ‘not disturbing’, but when a company needs us, we respond immediately.

  2. 2010Geely and Volvo

Geely, headquartered in Hangzhou, buys Volvo Cars from Ford for $1.8 billion. This also brings the Ghent plant into Chinese hands.

  3. 2016One visit at most

Zhejiang promises that citizens and companies will have to visit a government counter no more than once. The same year, Alibaba Cloud builds the City Brain, which manages traffic in Hangzhou. In September the city hosts the G20.

  4. 2023The ‘3+N’ funds

The city sets up three parent funds of 100 billion yuan each, with funds for each sector beneath them. By the end of 2025 they amount to more than 300 billion yuan.

  5. 2025Six little dragons

In January DeepSeek takes the AI world by surprise, and Unitree’s robots dance at the Spring Festival Gala. China speaks of Hangzhou’s ‘six little dragons’. In August 2026 Unitree goes public.

Four pillars: 商 智 视 机

Hangzhou has no fixed slogan like Hefei’s. We sum up the city in four characters: trade, AI, vision and machines.

商

Trade

Alibaba, Taobao and Alipay made Hangzhou the capital of Chinese e-commerce. Cross-border e-commerce was worth 169.1 billion yuan in 2025, 10.6% more than a year earlier.

智

AI

The core AI sector achieved revenue of 460 billion yuan in 2025 (+23.1%). DeepSeek and Alibaba’s Qwen models come from here. The city pays up to 60% of computing power costs through ‘computing vouchers’.

视

Vision

Hikvision, Dahua and Uniview make Hangzhou the ‘valley of vision’. In 2025 the cluster for image recognition and cameras reached output of more than 500 billion yuan.

机

Machines

Unitree delivered more than 5,500 humanoid robots in 2025. Deep Robotics, BrainCo and Hikrobot are helping to build the sector. Industrial robot production in Hangzhou rose by 38.6% in 2025.

And the next wave

Electric cars

Geely and Leapmotor are headquartered in Hangzhou. The city’s production of new energy vehicles in 2025 was almost five times higher than in 2024 (+383%).

Brains and machines

BrainCo reads muscle and brain signals without surgery and sells robotic hands to dozens of robot makers. In January 2026 it raised 2 billion yuan and filed for a listing in Hong Kong.

Smart glasses

Rokid sold more than 300,000 AI glasses in 2025. In the first half of 2026 it accounted for 41% of all AI glasses with a display worldwide.

Opportunities

Four opportunities
for European
companies

E-commerce to Europe

Cross-border e-commerce from Hangzhou grew by 10.6% in 2025. Parcels for Europe go through Cainiao in Liège, and cargo planes fly directly between Hangzhou and Liège.

Supplying AI and robotics

Robot makers such as Unitree and Deep Robotics are growing fast and are looking for parts, sensors, software and applications in factories, logistics and healthcare.

Cars and parts

Geely and Leapmotor are headquartered in Hangzhou. If you already supply Volvo in Ghent, you know the group. Leapmotor is building up its European sales with Stellantis.

A city that responds

Hangzhou wants to be the fastest service provider. Rokid received a subsidy of 3 million yuan eight minutes after submitting its application online.

And the other way round

Companies from Hangzhou are looking for distributors, integrators and customers in Europe. European companies are looking for suppliers, partners and acquisition targets in Hangzhou. On hangzhou.be they find each other.

Doing business in Hangzhou: advice from our partner ChinaConnect

The city helps, if you ask

In Hangzhou the government sees itself as a service provider. It does not impose itself, but those who know the way get a quick answer. Make sure your story fits what Hangzhou wants to build.

The relationship carries the deal

Guanxi cannot be forwarded in an introduction email. Whoever holds the relationship has to be in the room. That is why ChinaConnect travels with you and Jun Jiang sits at the table herself.

A first meeting can be slow

A month of silence is rarely a no. ChinaConnect keeps both sides informed until the relationship stands on its own feet.

At the table

Expect plenty of toasts with 干杯 (gānbēi). If you don’t drink alcohol, say so in advance and toast with tea.
